Kevin. Thanks a lot!  The KB is KB#16567. It's a nasty bug.

I have many language packs installed. The issue was that many records
(around 15) on SHARE:Application_Properties form had blanks in "Data
Language" instead of having "English". After a "modify all", it all
worked.

I also realized that from my pc, through VPN, ARS server's hostname
and FQDN were not resolving, only the IP. I updated Windows hosts
file to have them resolved. Not sure if this made a difference.
