I worked on a system once that needed GIS Located points on a map for incidents. What was basically done is that each site that could have an incident built against it had its lat and long loaded into a table, and I published a web service for MapPoint to poll on a specified period, this web service provided them basic information that they wanted in mouse hover events and they placed the ticket data on the map based on the lat and long stored for that site...
