You could lock down all versions less than version 7.1 from being able to log in, at least that way you don't get users with weak passwords who have access to the system.
I would imagine that there is an amount of client side code that would have to be utilized also, so that's probably why it has to be version 7.1 or above to utilize the new functionality.
