When you open a form in the Admin tool it automatically performs some processes. Things like making sure that there are no missing tab orders, that field permissions are correct, ... (Only Doug would know the entire list and it is probably BMC proprietary info anyway)
What is happening is that the Admin tool is fixing some minor error it thinks is there so the Save is activated. I have also seen it come up with a message box stating the view needs to be updated for best viewing purposes. Usually I have seen this happen when a developer saves the form using a different version of the Admin tool.
