I can't speak for their specific base, but what's most likely going on is their parent command has its own Remedy admin team in-house. That's the way the commands I've worked under have run things. Depending on how integrated the Army Remedy effort is, it could be located anywhere in the states.
To give you an example, Navy Medicine has a Remedy system which controls all Navy Medicine help desks world-wide.
