The recommended way is use BMC Atrium Integration Engine (AIE) for this purpose. AIE 7.1 has CSV file adapter and would be the easiest and scalable way to load data into CMDB. The mappings you would create could be used for any future transfer. Also AIE could be used to create relationships between these CIs. Please make sure that you are using AIE with latest patches as some issues with CSV file adapter were fixed in patches.
