Please consider the enormous number of senior military personnel who have served overseas and taken spouses from foreign countries. Surely all of those people are not suddenly disqualified from high-ranking military service simply because their spouses are citizens of other countries?
It has been my experience that your ability to get a clearance is largely determined by 1. How badly the organization hiring you needs you, 2. How high up the chain of authority they are 3. How senior the decision-making official in charge of the project is 4. Not to give false hope to green-card holders and felons. You still have to be a citizen in good standing.
