ARS 7.1, CMDB 2.1, ITSM 7.0.03, MS SQL 2005 on a separate server, all
Windows systems, all installed in custom directories. The ARS and ITSM are
on a D: drive.

I got the "There were failures while loading extensions" error late Friday
after I had installed the ARS, the CMDB, Approval, Assignment, Email and
CMDB Extension Loader.

Mystified, I looked it up in the ARSList and found an incident from a year
ago, March 2008. But the resolution didn't fit.

Then I got to thinking: I had started the installation as a non-admin user,
then was changed by the server people to installing as a different,
admin-capable user. I am not much of a Windows guy, but at the beginning of
the installation as the non-admin user I had set the TEMP and TMP
directories as custom environmental variables. I remembered that this
morning and wondered if I should update them.

Sure enough, that was the problem. The TEMP and TMP directories are
user-related. When I changed them to suit the new user ID, the error
disappeared.

So, if anyone ever gets this error, here is another cause.
