This probably isn't quite what you're looking for, but we simply modified the 
Home Page to include a View field in the blank space and we have a form that 
contains HTML text that we throw in there when the form opens.  So, while it 
doesn't have the immediacy of a pop-up, you do get it in front of everyone that 
logs in and goes to the home page.

Hi All and Happy Friday,

Is there a way to have a message displayed right after login? Occasionally I 
want to tell my users about new functionality or a documentation update but I 
don't want to use email. One thought is to have an ACL that displays the 
message when the user opens their home page but I would rather have it 
displayed before any forms are opened. Any ideas?
