yes there is - it is called php-arapi and you can find it here:
http://sourceforge.net/projects/php-arapi
The last release is dated in 2007 and it does not seem to be very active.

Still, for this kind of integration, basically Oracle table >> Remedy
system, I'd not use API programming but rather use AIE. If AIE would
not be available for some reason, the next-best option probably would
be going API.
