Or even better still an Active Link that closes a New Window and opens a Search 
instead with a message saying that they can only Modify an existing ticket. 
That way you won't frustrate a user who may fill in a entire ticket information 
in an attempt to create a ticket and then let the user know that they cannot 
create a ticket..
