Thanks for the tip Michael. As it turns out, our issue was limited to the actual patch upgrade process itself and we did get past it by temporarily changing Submitter Mode to 'Changeable' and then back again. We have been successfully creating assets in 7.1 with mode=locked for some time now so obviously we've got the patch you mention. But this is the first time we've encountered the lock issue on an install/upgrade, especially when the instructions don't say anything about it. Thanks again! - Don

I had a similar problem. We could not create Assets after upgrading to ITSM 7.1 in Submitter-Locked mode, and it turns out that a single filter needs to be modified/replaced. That was some time ago, so I don't recall exactly which one, but BMC tech support is aware of it and can send you the updated filter if you call them.
