I had a situation last week where config categorization admins were missing the add button on the Product Catalog form.
BMC had me open the user form & look at the group list for the affected people. My users were missing Atrium Foundation Admin. Once I added that my users had their add button. I don't know that this fits your situation exactly, but you may want to look at the group & computed group list fields & compare them to a user who is working (if you still have one).
