Group and individual/Assignee+ assignment notifications are intermittently not 
being created Viewing the audit log 9on individual Incident, CRQ, etc), 
notifications alerts and emails are not being created.
Incident creation notifications (email) to customer are being created There are 
no errors in arerror.log.
Upon restarting the email engine all notifications are created.
