I once faced a similar situation while I was installing change mgmt 7.1. I had accidentally unzipped one of the workflow files in the change mgmt product download, hence the installer would hang when it came accross the unzipped filen. I removed the unzipped file and it worked. It might be the same in you case. Hope this helps.
