No, Windows 7 is the same basic platform as 2008. I have a working ARS 7.5/ITSM 7.6 installed on my WIn 7 laptop now, and I am sure others have done it.
I suspect that 7.1 doesn't know how to recognize windows 7. I would try installing 7.5 instead.
