We are experiencing this as well and never had a problem until we upgraded to 
7.5 p4 Midtier.  I turned on the API logs but couldn't find anything that 
helped explain what's wrong and how we can fix it.  We don't have any Active 
Links with these menus.

Seems like older forms are OK, it's the newer ones that we created after we 
upgraded that we are having the problems.

It happens on Firefox and IE 7 and IE 8 (and on different computers)  It's 
really frustrating!

Please check the logs as this normally happen if their is a change field action 
that changes the menu which may be attached to a character field
