The MT is a client so yes it is a better idea to upgrade it before the
server. The reason being that if the server offers a new piece of
functionality on the client, the client will not be able to take advantage
of that functionality until its upgraded.. Upgrading the client before the
server, will mean that the client can access every functionality of the
server application of the previous version.. I wouldn't keep a gap of more
than a version though. Backward compatibility is perhaps better tested on
one version by software manufacturers..

Perhaps IE 7 has an issue with the latest and the greatest MT version, which
is why BMC told you what they did,. Did you ask them the reason why they
recommended something like that which I agree is generally in direct
contradiction to what they generally recommend..

case?  Can I upgrade Midtier from 7.1 p 6 to 7.5 p 5 or do I have to upgrade

MidTier 7.5 p 5 and I am having an IE 7 issue so I was told by BMC not to
install the latest patch of the MidTier client.  This is very
counterintuitive of everything I have ever been told by BMC.  They seem to
usually want me to install the latest patch before they try anything else.
