Joe, Sean, thank you, that is probably the best way. The requirement is to provide backup customer info in case our AD integration fails. My thoughts are to load a snapshot of data gathered from actual help desk records (where there are a lot of duplicates!) every so often into a backup form and than enable some AL's.
