I have a support person that can not create a incident ticket. He gets the error message below. He is not a member of either of the two groups but is just trying to create an incident and send it to the group. I have check his permission and he does have Incident User which should allow him to create incidents for other groups. Others on his team are able to create tickets. I search the list and found nothing on this error. Goolge had one one answer and it did not apply. I deleted his account and recreated it but no luck.
