All the necessary steps and components are detailed in the Mid-Tier Guide. As John pointed out, you need either a Crystal Enterprise Server or a BOXI server to actually serve out the reports, though.
Also, 7.6.03 has native web reporting, which looks pretty good, though I'm still looking for details on how to actually create new 'web reports' for custom applications...
