The default is 2 hours to release.  Most admins change it to 1 hour which is 
the minimum.

Yes the floating licenses release when the user logs out.

If all your floating licenses have been allocated when an individual logs in, 
they will be assigned a read license.  If they perform an action that requires 
a write, the system will check to see if one has freed up since they logged in.

Frequent shuffling of fixed licenses doesn't work.  A time limit has been added 
to the system since the early days to prevent frequent shuffling of fixed 
licenses.  I don't remember if it's a day or three days.
