Remedy servers are licensed per server (HostID). Since you are moving from 1 server to another that is called a purge and can be performed on the support web site. I believe that when you purge (giving the site the new HostID so a new key is generated) that you have something like 30 days to stop using the old key so you have time to switch.
With the ARS 7.x platform only the server has an actual license key, that is why you are seeing what you are on the licenses. You will be given the selection of the version of ARS that you are licensing. And yes, the ARS key is dependent on the host ID of the server you are running it on.
