What's wrong with it - it looks good to me, tried it on 7.6.04 sandbox
and it worked fine.

We use this all the time in our SQL SSRS reports

Fields!Incident_Number.Value & "%22"

e.g.

this is pretty similar to yours except for some extra html encoding of
special characters.
