We are still on ARS 7.5 patch7, ITSM 7.6.0 p1 with best practice views and web only users. The Incident Management Console takes 2 seconds or less to load and about 2 seconds to open individual ticket. I noticed that the IM Console takes twice longer to load in Remedy User . Have you go through Performance Tuning for BSM to tweak MT?

The consoles really depend on how many requests are in the queue upon loading and what the default filter settings are.
