Lyle, If your people will have network access -- you may consider Kinetic Request. It allows you to build the "exact screens" you want (with all the chewy goodness of iPad styling). And - a sort of nice feature -- is it will work with your existing ITSM (no need to upgrade ARS etc...).
Also - no user licenses for Kinetic. Also -- also -- also .... Call me if you want to chat.
