It is common from end user perspective to complain that web is very slow. 
And they are comparing it to user tool.
We get lot of complaints too. But is it really slow compared to bench marks?
Did you take any metrics from the user's complaining about slowness?
Usually on Web most of the screens in our env taking anywhere b/n 1 to 5 
sec and consoles will take a little longer.
Please download BMC bench mark document and see if your performance is 
inline with those.
Also we recommended to use firefox for people constantly complaining about 
slowness.
Verify you midtier/ars/db are with in the same subnet and are communicating 
with full duplex.
Please browse through arslist and you will find several discussions, but 
most effective was JVM size.
Our env is Windows 2008, 2.8Gz, Oracle, ITSM 7.6
