Between ITSM 7.1 and 7.6 there are different structures. Further foundation data, groups, sites, etc. may be different on the two systems and will at least have different references (instance ids, records ids, group ids etc.)
Yes. You can indeed use Web Services or DSO to do this. But you will find it an exceedingly complex development task.
