We experienced a lot of latency on multiple browsers with SP2 and BMC sent us a custom hotfix that I believe cleaned up some of the mess in the Javascript and CSS on the Midtier to resolve the issue. BMC Support should be able to get a good handle on this because a lot of people have had similar issues.
