At least in the version 7.6.03 there is no link between change approval mappings and CI relationship type of Approved by. Approval engine is designed to be out of the box and to be used with non ITSM modules as well. Even Change Mgmt module also can be used without other ITSM or Atrium modules. May be that is the reason they did not built any logic to look at CI relationship types to retrieve approvals and just used the approval mapping form.
