You are not alone we have seen it too. I've seen this on multiple forms not just incident. It clears when you close the session or window and re-launch.
You have a very similar environment to us - only difference is we're on sp3 with hotfix - 7.6.04 SP3 201207061314 for ARS and midtier. For us it has not got to the point of pain to open an issue with BMC. Can you imagine trying to diagnose this and capture what they need to "reproduce" the issue.
