Thanks for your response.

Actually I followed the same steps from the link provided in my post earlier. 
I even managed to run a successful health check.

Every first attempt to connet using http://MidtierFQDNHostName:port/arsys 
results in the given error message. 

Consecutive attemps produce "ARERR [623] - Authentication failed" error 
message
