Having it in Houston would be nice if it were in the Galleria Area of Houston. There is of course the Galleria mall, lots of shopping there and some places to go see within a few miles., Houston has a great variety of food. We were voted the fattest city for a reason. There is a lot to eat around here. We have Tex Mex, BBQ, Vietnamese, Chinese (real not Amerasian), Persian, Indian, Italian, Greek, Mediterranean, Middle Eastern, and a lot of others. It is not as hot in late September, but it is warm. Since Houston is a Port City, we get a great mix of nationalities. No, we don't all ride horses on our ranches and have pickup trucks. We do actually have a Symphony, Opera (no Opry), Ballet, and very nice Art Museums. The bad thing about it is that Houston is a sprawling behemoth. So you need a car to get to most places around here. Most places don't charge for parking and the cost of living is low here, so shopping is reasonable. I went to the WWRUG in Virginia and that was a traffic nightmare compared to Houston. Houston's traffic is bad, but not D.C. bad. If the WWRUG is in the Galleria area, you would have plenty to keep you occupied. Downtown Houston would not be as good because it clears out after dark. There are some local bars to go to in Downtown, but not much in the way of restaurants after five, like San Jose.

Personally I would go with October and do Octoberfest in Waterloo Canada, But then we are in Friday conversation territory and last I checked today is Weds. Arrangements are almost complete for remaining where we were towards late September, But there is many a slip twixt cup and lip, or in this case pen and paper. I am really hoping to be able to announce things this Friday, but there are other parties that have to put pen to paper. (or electronically sign in some form). Not that I don't want to go to Europe but realistically I doubt I would be making it to WWRUG that year. And there's certainly no green coloured beer in Ireland though plenty of Guinness. I have drunk green coloured beer on St Pattie's day in Calgary, and Calgary has a whole slew of Irish pubs. We do have a small St Pattie's day street fest where you can walk around with your Guinness or a more usual German beer and sausages (& if you're lucky pork neck steaks!) and hear plenty of English speaking - in Munich (and a few Irish pubs too). It's a far bigger holiday in America.
