I had faced something similar in the past. Please edit ar.conf file and put ONLY ar-server-name everywhere if FQDN is used.

(ARERR 8762) Cannot establish a network connection to the AR System server : myars : RPC: Name to address translation failed - No such hostname (ARERR 90) I am pretty sure that is only change I did and before that everything was working fine.
