While it isn't the entire tablespace, if you just need to secure a few 
character fields, the ENCRYPT function is also available.

Used in Set Fields filter and escalation actions only. Returns the 
encrypted value of a text string (plaintext), using the encryption key 
(key). The return value is larger than the size of the unencrypted

From remedy side there is no way you can encrypt the ARSYSTEM tablespace. You 
can encrypt  Remedy Client –Server communication by using Performance or 
premium type encryption (subject to chargeable license J) however database side 
encryption is something that is taken care by database vendors.
