Configure the IIS server to accept only https requests for the arsys application.
Then write a java script to do a window location replace when an http request is sent, and use this script to replace the 403 forbidden error. Not clean but it works. John Baker if I remember right suggested a cleaner method to this a few months ago - but I do not recall what his method was.
