Hi Lisa, You can access your midtier configuration files directly using your midtier url with port number (if your runnning midtier on some port).All the Midtier configuration files are included in the unenforced URIs list and because of that you can access these file directly via midtier url. i.e.
http://bbc-dev.onbmc.com:portnumber/arsys/shared/config.jsp If you want to access these files via sso then you have to change the unenforced list content in SSO console.This is list ,where you can defined the uri patterns on which you don't want the SSO authentication.
