The core ARS does not need Java (yet). The Email Engine does and so does Mid Tier (actually the JSP engine does). The reliance on Java is constantly increasing and in some cases where it is not needed today it will be needed in the future. You might as well plan on installing Java on everything except you DB server (at least for MS SQL Server).
