If it's based on a specific user, couldn't the notification preferences be set for that user and event? That can be done from the person record (notification panel).

If your event monitor has a specific user that is used to create the tickets, then set the email qualification to not fire if that is the user and the email won't be sent. The incidents are being created from a monitoring event though the Incident Interface Create form so active links are not involved in the create process.
