This is one of a number of undocumented command line switches for arsignal that 
are used in a server group environment to pass information between servers.

The utility arsignal does come with command line help (arsignal /?) - check if 
there is a mention of it there. I'd check for you, but don't have an available 
server to check it on.

I don't have an answer but if you ask about it on the wiki page the IDD team 
should research and update the documentation.
