This keyword is calculated during the time of a DB transaction. There is no DB transaction that happens at the time you open a window and set a default unless you have a search that happens on Window Open, in which case I would think it would set the $LASTCOUNT$ to the value of the number of items that would be returned by that search, which is a DB transaction.
You can expect the $LASTCOUNT$ to be set in situations such as whenever you search, either through workflow or otherwise, OR during a submit transaction, if there is workflow during that transaction that performs any searches, etc..
