I have BIRT Designer installed on my desktop and create reports and run them through BIRT Designer and then take the .rptdesign file and add it to the Report form in the AR System.
I've never used a BIRT Viewer to view Remedy reports outside of Remedy (unless it's in BIRT Designer). And it has to be BIRT Designer 2.5.1. Did you follow all the instructions in the white paper "Using a BIRT Editor to Create or Modify Web Reports?" Not sure if it will help with viewer, but there may be some info in there that you can use.
