Since it sounds like you are moving to a new AR application server and a new 
database server ...   
As Misi says, Do a new install on the new AR application server (I believe 6.3 
used the Oracle 10 client, but that will still work against an Oracle 11 server)

Since it is a new AR server you will need to get a new server license key.  Add 
that new key to both your new server and your existing server.  
You can then have your DBA do an export/import from your old database to your 
new database (With the new server key there already the AR server will start up 
correctly). Since you say the AR Server name is not changing the DBA could do 
the Export/Import while the SA is doing server renames unless you are already 
using a cName alias

Of course do this with a test environment first

I typically do a fresh install of the newest stable release when changing 
hardware. The main challenges will be if you want to get rid of the native 
aruser.exe client, but everything can be handled.

You can then export/import your def from the old environment, and you can use 
something like rrrchive to copy data from your old to your new environment, 
with a very short delta-data-migration before you switch your users over.
