Joe, Deployable Applications were not overlayable in 7.6.04. They were added to the things you could overlay in the 8.0 release so they are overlayable in 8.0 and later.
And, with 8.1 you get granular overlays and so a lot finer control of things. So, TWO reasons to upgrade the platform!
