Yelizaveta,
I do not believe that the query string can be left blank.  Try using
'1=1' (without the quotes) for the query string.  Also check the
$ars_errstr and %ars_errhash after executing the call to
ars_LoadQualifier to see if anything shows up in those. If there are
values in those variables then an error occurred.  Also, verify that
those variables are undefined after attempting ars_Login.
