As a general remark, you'd typically be best off compiling Perl modules with the same compiler as is used for Perl. This means - for ActiveState Perl - Visual Studio 6.
Around two years ago I created PPD installation packages for ARSperl on Windows. I already got some inquiries if I could make these available for 1.93 and/or newer Perls, and I'd like to, but no longer have access to the SDK's.
