Looks like the system property 'java.io.tmpdir' is either pointing to a file or 
to a non-readable file/directory.
Artifactory will print the value of this property if you'll set the logger 
named "org.artifactory.info.InfoWriter" from WARN to INFO in the logback config 
file (under $ARTIFACTORY_HOME/etc/logback.xml).
