Hi Evgeny,

In Artifactory Online there can be only one admin user, since the admin 
user has access to the dashboard.

However, what you can do, is give a user sub-admin rights on a 
particular repo/path in the permissions panel.

This will allow the user to assign permissions to other users on the 
repo/path he is administering.
