A1: You have two options, the easiest way is to simply follow the wiki
<http://wiki.jfrog.org/confluence/display/RTF/Upgrading+Artifactory>on
upgrading Artifactory. For previous version then 2.2.0 there is an upgrade
of the way artifact metadata is stored and indexed inside Artifactory, so
conversion could run a little longer.
Second option, to a void production downtime, you could do what you said.
On System export, the content is for exporting the repository artifacts as
well and not only configuration. Metadata, will include Artifactory metadata
which contains download statistics and general info on artifacts, so if you
want to preserve this data, include it in your export.
The m2 compatibility is not really necessary, Artifactory will recalculate
maven-metadata (if your repository is a maven one) and will validate
checksums on import.

A2: Import is for all versions, necessary conversion will run automatically
during import.

A3: Oracle is supported as well, you can see here
