If you mean socket timeouts, then these thresholds can be configured in the
remote repository settings:

see in the logs which repositories timed out on which requests.
If you (or the dependency manager you use) request the artifacts via a
virtual repo that resolves from a collection of remote repos, you can apply
include\exclude patterns on remote repos; this way you can configure a
problematic remote repo to resolve only artifacts that are unique to it and
not postpone any other requests which don't have to pass through it.
